"Over-planning Without Execution" this is on the money. Something I see a lot in the people I've mentored over the years. They have well defined plans but no strategy to help them execute it.
Yep - strategy and a plan need to be in place. There’s a well known saying - a strategy without a plan/tactics is the slowest route to defeat and a plan/tactics without a strategy is the noise before the defeat. Ref: Sun Tzu.
